
Todd W Singer
is the founding member, majority shareholder and President of Heartland Consulting, Inc. Mr. Singer directs all of Heartland’s lobbying and grant writing initiatives and advocates on behalf of Heartland’s clients throughout the United States including Washington, D.C., in the following areas: energy, education, industry, museums, finance, and transportation & infrastructure.
Mr. Singer is a former Judge in both criminal & family courts, former Assistant and Appellate Public Defender, former Assistant District Attorney and Adjunct Professor of Law at the University of Tulsa College of Law. He remains a Member In Good Standing of the Oklahoma Bar Association and is a licensed practitioner in both state and federal courts. He is a graduate of Brandeis University, Bachelor of Arts ’84 and the University of Tulsa College of Law, Juris Doctor ’90.

is a native Oklahoman and veteran of Capitol Hill politics. For ten (10) years Mr. Bradley served as the Legislative Assistant and then Deputy Chief of Staff for The Honorable James Inhofe, United States Senator, (OK), current Ranking Member of the U.S. Senate Environment and Public Works Committee.
Based in Washington, D.C., Mr. Bradley represents Heartland’s clients in the following areas: transportation & infrastructure, energy, education, finance, and industry. Mr. Bradley is a graduate of the University of Oklahoma, Bachelor of Science ’92 and George Mason University, Masters in Business Administration ’99.

Kathy Ruffalo
has twenty (20) years of experience in the public policy arena at both federal and state levels of government. For ten (10) years, she served as a senior advisor to the United States Environment and Public Works Committee – for then Chairman Senator Max Baucus, (MT), current Chairman of the U.S. Senate Finance Committee – with the primary responsibility for developing, drafting and negotiating federal transportation policy. For five (5) years she was a senior policy advisor to Idaho Governor Dirk Kempthorne. She then returned to Capitol Hill where she was a key drafter and negotiator of SAFETEA-LU.
Based in Washington D.C., Ms. Ruffalo represents Heartland’s clients in the following areas: transportation, industry, finance, banking, and education. She is a graduate of Northwestern University with a Bachelor of Science ‘89.

J Douglas Mann
has been employed by Rosenstein, Fist & Ringold since 1973 and was made a shareholder of the firm in 1977. Mr. Mann’s firm represents over three hundred (300) of Oklahoma’s five hundred (500) school districts and serves as Heartland’s chief counsel for all educational and corporate lobbying and grant writing initiatives. He has been admitted into the United States District Court for the Eastern, Northern and Western Districts of Oklahoma, the United States Circuit Court of Appeals for the Tenth Circuit and the United States Supreme Court.
Mr. Mann remains a Member In Good Standing of the Oklahoma Bar Association, Tulsa County Bar Association and Oklahoma School Board Attorneys Association (President and Past President). On behalf of Tulsa Public Schools, Ms. Burk designed, prepared and authored the USDOE’s 2007 Magnet School Assistance Grant request which subsequently was awarded the largest delivery of funding for a public school system in the United States – in excess of eleven million dollars ($11,700,000.00).

Mr. Peterson was appointed Chairman of the Insurance Committee and later to the Economic Development and Financial Services Committee. Known as a pro-business legislator by the Research Institute of Economic Development and the Chamber of Commerce, Mr. Peterson championed numerous bills that promoted Oklahoma’s economy.
